#  Atlanta won a coin toss with Oakland on Feb. 22 to earn the No. 3 spot, with Oakland at No. 4 and Kansas City picking fifth. The three teams had finished with identical won-lost records against identically strong schedules.

The New York Jets had also finished at 4-12 for 2007, but a four-way tie was averted by other, more arcane tiebreakers. Still, it means that after the first round, the four teams Atlanta-Oakland-Kansas City-New York Jets take turns moving, each below the others, then back up through the 6-5-4-3 slots in ensuing rounds. Thus Atlanta, No. 3 in round 1, then picks at No. 6 in round 2, at No. 5 in round 3, No. 4 in round 4, at No. 3 again in round 5, etc. And ditto for the other three clubs in the group.
